It occurred to me skimming back through DH, that there's something odd about ghosts in this series. I'm talking about how they exist. Are they born out of intense willpower? Unfinished business? Or are they "just there"? And if it's the latter, why is it that those like Moaning Myrtle and Peeves are able to exist, but Sirius and Dumbledore cannot approach Harry on this realm of existence?

Well, I know for a fact that Peeves isn't a ghost- he's a poltergeist. He's an indestructible being of chaos, who was never once human. But all that aside, I understand your point. JK seemed to imply that it was a choice of sorts. The ghosts throughout the series (Myrtle, Nick, Bloody Baron) all died in an incredibly emotional circumstances, so I wonder if that's a clue to their continued existence?
"Wizards can leave an imprint of themselves upon the earth, to walk palely where their living selves once trod ... I was afraid of death. I chose to remain behind. I sometimes wonder whether I oughtn't have ... Well, that is neither here nor there ... In fact, I am neither here nor there..."
It may be more of a matter of fearing death than having a purpose to remain behind.
